Finally!
It seems as if some key nominations in the Obama administration are filling up. Earlier last week Obama appointed a new special envoy for Sudan. On March 20th, with little attention from the media, the White House also announced that Johnnie Carson would be nominated as the Assistant Secretary of State for African Affairs. President Obama said, "This group of public servants joins my administration at a critical time in our nation’s history. As we work to rebuild our economy, achieve energy independence and keep American strong at home and abroad, I will rely on their trusted counsel and extensive experience on the issues. I look forward to working with them in the months ahead..."
As I begin to formulate a profile of this nomination, does anyone have any thoughts? Will he be better than the current Assistant Secretary, Jendayi Frazer? What’s your expectation for U.S. policy towards Africa?
National Intelligence Officer for Africa
Ambassador Johnnie Carson joined the NIC as National Intelligence Officer for Africa in September 2006 after a 37-year career in Foreign Service. Prior to this appointment, Carson served as the Senior Vice President of the National Defense University in Washington D.C. (2003-2006). Carson's Foreign Service career includes ambassadorships to Kenya (1999-2003), Zimbabwe (1995-1997), and Uganda (1991-1994); and Principal Deputy Assistant Secretary for the Bureau of African Affairs (1997-1999). Earlier in his career he had assignments in Portugal (1982-1986), Botswana (1986-1990), Mozambique (1975-1878), and Nigeria (1969-1971). He has also served as desk officer in the Africa section at State's Bureau of Intelligence and Research (1971-1974); Staff Officer for the Secretary of State (1978-1979), and Staff Director for the Africa Subcommittee of the US House of Representatives (1979-1982).
Before joining the Foreign Service, Ambassador Carson was a Peace Corps volunteer in Tanzania from 1965-1968. He has a Bachelor of Arts in History and Political Science from Drake University and a Master of Arts in International Relations from the School of Oriental and Africa Studies at the University of London.
Ambassador Carson is the recipient of several Superior Honor Awards from the Department of State and a Meritorious Service Award from Secretary of State Madeleine Albright. The Centers for Disease Control presented Ambassador Carson its highest award, "Champion of Prevention Award," for his leadership in directing the US Government's HIV/AIDS prevention efforts in Kenya.

My name is Marc Fezeu, and I am a US citizen. I was born in Cameroon.
My sister, Melanie Liliane Demgne Kemgue won the Diversity Visa Lottery. The case number is 2011AF16202. After going through the interview process and submitting all the required paperwork and paying all the fees, she along with her husband Arnold Christ Gale was refused a Visa. The reason of the refusal was, “That they were not convinced that they were married” (Please see the attached refusal letter from the US Embassy in Yaounde, Cameroon).
The decision of the Immigration Officer raises so many questions. First, he did not mention what he needed specifically in order to believe in their marriage. Also the way he conducted the interview was out of the ordinary. He stated to them during the interview,” This is not your husband; it’s your cousin it’s a fake marriage. You will not get that Visa”. My sister replied with insistence that Arnold is her husband and showed them the marriage certificate and the pictures with the Major at the signing ceremony.
The Immigration Officer asked her,”If you were left in this room with a camera would you engage in sexual intercourse with him? ”My sister and her husband said”Yes”. The Immigration Officer stood by his decision and did not grant them the visa and sent them home. A few days later he called my sister on her cell phone and asked to speak with her husband (he was present). The week after, he called again on her husbands’ cell phone asking to speak to her, my sister. The Immigration Officer did all of this to try and verify that my sister and her husbands were really married and that they live together. They are indeed truly married and share the same roof.
After going through all kinds of torture, humiliation, and harassment, the Immigration Officer gave them a letter of refusal asking them for more unspecific evidence of their marriage. “Like what they have is not enough”.
On behalf of my sister, her husband and the entire family, we are literally troubled, saddened, and appalled by the way this particular Immigration Officer is proceeding with my sister’s case. He is being judgmental, personal, subjective, incompetent and unprofessional. He is also being vicious and jealous for no apparent reason.
Would you please review the documents that I am submitting to you as proof of marriage between my sister Liliane Melanie Kemgue Demgne and Arnold Christ Gale. Under oath and in good faith I am stating that they are well and truly married under the Cameroonian law and without being in any way related to each other.
